How to play PC: PC is just the sega saturn version but with different screens, cheat and options menu, jut extract the zip and run PCSONIC.exe or SegaPcReloaded if you know how to do that
How to play Genesis: the genesis one is just the Kega fusion emulator where you just click File, Load Genesis / 32X rom and select the Sonic 3d blast zip folder in the extracted folder
